The Central Bank of Russia is discussing an acceptable number of bank cards that can be issued per citizen. This was announced on March 5 by the head of the Central Bank of the Russian Federation, Elvira Nabiullina, at a meeting of the President of the Russian Federation Vladimir Putin with members of the government.

"We are discussing a reasonable limit on the number of cards that can be issued per person. These restrictions will not affect ordinary citizens," she said.

Nabiullina explained that an ordinary person does not need to issue hundreds or thousands of cards. According to the head of the Central Bank, it is necessary to set a limit, for example, up to five pieces in one bank and up to 20 in several.

"This will reduce the scale. In our opinion, this will not limit the rights of conscientious people in any way, that is, all their needs will be taken into account," Nabiullina stressed.

Russian Deputy Interior Minister Andrey Khrapov said on February 19 that droppers may exempt from criminal liability if providing assistance to the investigation.

In 2024, the Ministry of Internal Affairs developed a bill to punish droppers — bank customers who issue cards not for personal use, but for their transfer to fraudsters. The attackers withdraw the funds stolen from the clients to them. You can become a dropper on your own or unknowingly.
