The deputies proposed to give residents of the new regions a subsidy of 25% for the purchase of cars

Residents of the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions, as well as citizens living in the Far North, want to increase the subsidy under the preferential program for the purchase of a new car to 25%. Deputies addressed the head of the Government of the Russian Federation Mikhail Mishustin with a proposal to change the terms of the program, as well as extend its validity until 2030, Izvestia learned on March 6.

The letter was sent by Yana Lantratova, head of the State Duma Committee on the Development of Civil Society, Public and Religious Associations, and Sergey Mironov, leader of the Fair Russia for Truth faction.

Currently, this benefit is valid only for residents of the Far East, and for most regions of the Russian Federation the subsidy is 20%.

The deputies' appeal to the Prime Minister of the Russian Federation says that the state program for subsidizing the purchase of cars has proven to be an effective tool for supporting the domestic automaker, an additional measure of state support for certain categories of citizens and stimulating the purchasing power of the population.

"According to Rosstat data, there is a steady increase in the number of passenger cars owned by citizens every year. Since the launch of the program in 2015, the number of cars per 1,000 people has increased from 287.5 to 332.1 units in 2023," the authors of the letter noted.

The document also clarifies that, according to the Russian Ministry of Industry and Trade, 1,836,029 new cars (up to three years old) were sold by the end of 2024, which is 39% more than last year (1,319,862 units). At the same time, the market for new cars of domestic production exceeded 829 thousand units, which is 28% more than in the same period of 2023.

"Subsidies provided from the federal budget within the framework of the specified state program had a significant impact on the increase in demand for passenger cars and their accessibility for citizens of the Russian Federation. However, the program is limited to the period until 2026 and contains a number of conditions that narrow the range of potential borrowers eligible for subsidies to repay part of their loan obligations," the document explains.

In this regard, the deputies consider it necessary to extend the program until 2030 and expand it to include citizens with honorary titles at the federal level.

"The inclusion of citizens awarded honorary titles of the Russian Federation in the preferential car loan program is important for public policy and recognition of their contribution to the development of national science, culture, art, healthcare, defense, and education. Under the state program, citizens with the titles of "People's Artist of the Russian Federation", "People's Teacher of the Russian Federation", "Honored Doctor of the Russian Federation", "Honored Scientist of the Russian Federation", "Honored Worker of Culture of the Russian Federation", etc. should be able to purchase cars on preferential terms," Sergei Mironov explained to Izvestia.

Earlier, on February 27, Sergey Tselikov, director of the Autostat analytical agency, said that in Russia a historical record of sales of new pickups for the year has been recorded. By the end of last year, 29.2 thousand such cars were sold in the country, with an annual increase of 65%.
