An initiative to self-ban calls from foreign numbers may be implemented in Russia and may be introduced in Russia from the territory of foreign countries. Also, according to the Deputy Prime Minister, the attackers use the phone numbers of Russians for fraud. To do this, as part of the fight against fraud, it is proposed to introduce a self-locking service for citizens to issue SIM cards.

"We propose to introduce an appropriate service on the Gosuslug portal with the possibility of prohibiting the registration of SIM cards for themselves, so that even if fraudsters obtain personal data, it would not be possible to issue a phone number and use it to commit fraudulent acts," Grigorenko said.
