A pilot project is currently being implemented in which new financial models are being developed for a unified approach to teacher remuneration. This was announced on March 5 by Ekaterina Kharchenko, Deputy Chairman of the State Duma Committee on Science and Higher Education.

She noted that there had never been such long-term documents before.

"Of course, we put a lot of fundamental things there. For example, there is a unified approach to paying teachers. It is very important. A pilot project is already being implemented, where new financial models are being developed," she said at the exhibition and forum of educational technologies, infrastructure and intelligent solutions.

According to her, we are talking about general education, but in the higher education system, the President of the Russian Federation Vladimir Putin, among other things, instructed to raise the salaries of teachers of fundamental disciplines.

The Deputy Chairman of the State Duma Committee also stressed that by January 1, 2026, the law on education will be amended, which will be the result of a pilot project implemented by six leading Russian universities. Later in the year, it is planned to approve new federal state educational standards.

Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, announced on March 5 that in 2026 the Russian Federation will approve new remuneration system for teachers, and in 2027, it will be introduced into all educational institutions. He stressed that by the end of 2023, the salary rate for teachers was 12% by 2022.
