A nine-year-old boy who was attacked by two dogs in Sochi will need a reconstruction of his mouth, lips, cheeks and nose. However, many institutions in Russia regularly perform such operations, surgeon Alexey Dikarev told Izvestia on March 4.

"These types of operations are routine for many institutions in our country. There are such institutions in In Moscow, there are in St. Petersburg, in some regional centers, in Krasnodar," he said.

The surgeon added that in Russia they provide assistance at the expense of the state in the vast majority of areas, including in the field of high—tech surgery.

"In order to get help, it is enough to have a passport of a citizen of the Russian Federation, a policy [of compulsory medical insurance], and the money paid by the state completely covers the needs," he noted.

An attack by two huskies on a nine-year-old child took place in Sochi on February 26. The dogs were unattended by the owner, they were driven away from the boy by passers-by. A schoolboy with multiple facial lacerations was taken to a hospital in Krasnodar. Later, the child was transported to the Russian Children's Clinical Hospital in Moscow.

To the owner of the dogs charged under Part 1 of Article 118 of the Criminal Code of the Russian Federation ("Causing serious harm to health by negligence"). During the interrogation, he admitted his guilt, adding that he had not fed the animals for some time and this could have influenced their aggressive behavior.
