The State Duma of Russia in the first reading approved a bill that proposes to introduce criminal penalties for a citizen's decision not to inform law enforcement agencies about the actions of a person preparing a sabotage. Information about this appeared on March 4 in the database of State Duma bills.

The bill amends Article 205.6 of the Criminal Code of the Russian Federation ("Failure to report a crime"). The explanatory note states that now this article provides for punishment only for the silence of citizens about the preparation for terrorist crimes. At the same time, cases of malefactors preparing to commit sabotage are recorded in Russia, but citizens sometimes keep silent about the fact that someone is being persuaded to commit such a crime. This makes it difficult to prevent sabotage.

"The adoption of the amendments provided for in the draft law will contribute to improving the effectiveness of the system for detecting, preventing and suppressing criminal activity," the the document.

The bill proposes to impose the same sanctions for failure to report the sabotage as well as for omission of the preparation of a terrorist act: a fine of up to 100,000 rubles or in the amount of wages or other income for a period of up to six months, forced labor for up to one year or imprisonment for up to one year.

Earlier, on February 21, the Federal Security Service (FSB) of Russia reported that eight Russian citizens who on the instructions of the Ukrainian special services, they committed a number of acts of sabotage, for example, they set fire to transport infrastructure facilities.

The President of Russia Vladimir Putin December 28, 2024 approved a new strategy for countering extremism. The document states, in particular, that threats in this area originate from the territory of Of Ukraine. In addition, the strategy draws attention to the fact that minors, who are very susceptible to ideological and psychological influence, have become increasingly involved in extremist organizations.
