Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous District) and the Vologda Region proposed to return the practice of punishing drivers for exceeding the average speed between cameras, which has not been in force in Russia since 2021 after objections from the Supreme Court. This was announced on March 4 by "Kommersant".

Both regions want to set up an average speed test on the roads as part of an experimental legal regime. The Yamalo-Nenets Autonomous District stated that the region is ready to act as a platform for testing the system in order to develop legal norms for its implementation throughout the country.

The Ministry of Transport of the Vologda Region plans to conduct an experiment by the end of 2026 on one of the regional highways, where fines will be imposed for exceeding the average speed, and drivers will be warned about this by information boards. Both bills have been sent to the Russian government for evaluation.

The government Commission on Legislative Activity did not support the idea of an experiment in the Yamalo-Nenets Autonomous District, noting that there is no concept of average speed or requirements for its compliance in traffic regulations. They noted that the initiative may entail additional budget costs related to the installation and operation of cameras and signs. There is no conclusion on the Vologda Region's proposal yet.

The Urbantech group of companies (camera operator in a number of regions) told the publication that an experiment to control average speed in the regions could help assess how effectively this method affects the reduction of accidents. Based on these data, a decision can be made to amend legislation and spread the technology throughout the country.

In 2021, the Supreme Court decided that it was impossible to specify an indefinite section of road as the place of commission of a violation and a specific location was needed. In 2023, the Ministry of Transport prepared amendments to the traffic regulations, but they did not reach adoption. The Interior Ministry has repeatedly stated that it is against the return of fines before the amendments are approved.

Earlier in the day, it was reported that Vladislav Davankov, Deputy Speaker of the State Duma from the New People faction, sent a letter to Vladimir Kolokoltsev, Head of the Interior Ministry of the Russian Federation proposal to ban tripod cameras on Russian highways.

On February 28, the metropolitan Department of Transport announced that data center cameras began recording violations removal of construction debris. The test was recognized as successful.
