Vladislav Davankov, Vice Speaker of the State Duma from the New People faction, sent a proposal to the head of the Russian Interior Ministry, Vladimir Kolokoltsev, to ban tripod cameras on Russian highways. The relevant document appeared at the disposal of Izvestia on March 4.

According to the Russian traffic police, the trend towards a decrease in the total number of accidents continues at the moment. So, from 2019 to 2024, there was a decrease of 27 thousand cases. According to the Scientific Center for Road Safety at the Ministry of Internal Affairs of Russia, among the main types of traffic violations that caused accidents, speed violations account for only 23.8% in the first 9 months of 2024. Other main reasons include non-compliance with the order of intersections (19.7%), violation of the rules for the location of vehicles on the roadway (11.8%), incorrect choice of distance (10.4%), entering the oncoming traffic lane (8.9%) and others.

According to the MP, this leads to a large number of fines, which are not always justified in terms of improving road safety. As a result, citizens perceive such complexes not as a means to improve security, but as a way to "collect" fines.

"In addition, some unscrupulous operators of mobile violation detection systems install video cameras in violation of the requirements and intentionally increase the measurement error, which leads to infringement of the rights of vehicle owners. Appealing against such illegal rulings requires significant time, effort and financial resources, as well as because mobile cameras can change their location on a daily basis," Davankov explains the need to ban such cameras.
