The Ministry of Construction recommended that housing developers, when developing design documentation, allocate at least 5% of parking spaces (but not less than one) for electric vehicles and hybrids and equip them with electric charging stations. This was announced on March 3 by "Kommersant".

The provisions are spelled out in the methodological recommendations of the Ministry of Construction for the development of a regional standard for the quality of residential premises and living comfort. It states that the number of electric charging stations should correspond to the number of parking spaces for electric vehicles and hybrids, such places are proposed to be marked with signs. The recommended total power of the installed station should be at least 11 kW.

According to the ministry, the updated recommendations are aimed at stimulating the use of electric vehicles. If the EHS operators believe that this will give an additional impetus to the development of the electric vehicle market, then developers are afraid of rising housing prices, the note says.

According to the interlocutors of the publication, in the future this recommendation may become a requirement: the Ministry of Construction has prepared a standard that will oblige to allocate a minimum number of parking spaces for electric vehicles and hybrids in regional urban planning standards.

On February 24, it was reported that sales electric vehicles in Russia have more than halved. In January 2025, 652 new electric vehicles were sold in the Russian Federation, which is 56% less than in the same month last year (1,485 units).

On February 4, it became known that by the end of 2024, Russian residents purchased 12.3 thousand used electric vehicles, which is 18% more than in 2023, and is a record high. Nissan became the leader of the aftermarket of electric vehicles (4,9 thousand units), accounting for 40% of the total volume.
