Fraudsters in the field of residential housing deceived Russians for 30 billion rubles

A new category of citizens affected by the actions of unscrupulous developers has appeared in Russia — more than 3 thousand Russians lost money during the construction of private houses to order, the association of victims told Izvestia. The damage caused by fraudsters over the past five years has reached 30 billion rubles, according to estimates from the All-Russian Initiative Group of victims in the field of residential housing.

The organizer and head of the initiative group, Daria Eliseeva, noted that there are already more than a hundred names on the list of unreliable companies that deceived consumers. According to her, by the end of the second quarter of 2025, the number of victims may grow to 5-8 thousand people. In the field of residential housing, the situation is much more complicated than in the field of apartment buildings.

"Starting from criminal cases of fraud is very difficult, law enforcement agencies do not initiate criminal cases or conduct investigations for a long time, but send them to the civil law field. Many people win the courts there, but in fact the person receives a writ of execution and that's it, then it doesn't work in any way," explained Eliseeva.
