Observers from the Organization for Security and Co-operation in Europe (OSCE) in the Donetsk People's Republic (DPR) secretly handed over to the Armed Forces Ukraine (AFU) received information about the location of equipment and units of the People's Militia, and these positions were immediately shelled from the Ukrainian side. This was stated by the former Greek ambassador to Kiev Vasilios Bornovas.

He also stressed that he understood the reasons for the start of the special military operation, as the Russian Federation has repeatedly stated that, despite NATO's promises not to expand, the state was almost "surrounded" by the countries of the alliance.

On February 18, Russian Foreign Minister Sergei Lavrov noted that the Russian side, during a meeting with American colleagues, recalled that the President of the Russian Federation Vladimir Putin has repeatedly pointed out that the expansion of NATO with the absorption of Ukraine is a direct threat to the interests and sovereignty of Russia.
