Some types of plants are prohibited for growing at home or on household plots, and administrative or criminal liability is provided for violating the ban. This was announced on March 2 by Olga Leonova, Candidate of Law, Associate Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics.

In conversation with the agency "Prime" she clarified that the decree of the Government of the Russian Federation dated November 27, 2010 No. 934, as amended in 2024, clearly defines plants and their varieties that are prohibited in order to grow. In addition, the document talks about the scope of the definition of a large or especially large size.

The list of plants includes the poppy, which contains codeine and morphine, which are heavy narcotic substances. If you grow it at home in small amounts, you can receive an administrative penalty.

Also on the list are tricolor imopea and Hawaiian rose, which contain ergine, a derivative of lysergic acid, which has a psychedelic effect.

In addition, according to the document, the cultivation of harmala vulgaris and turbina corymbosa is prohibited due to the presence of alkaloids in them, which are used to create psychotropic substances.

Punishment can also be obtained for the presence of mimosa hostilis, sage predictors and shrubs with a blue root system in the apartment or on the territory of the house.

The lawyer noted that it is possible to bring a person to administrative responsibility if any of these plants are present, even in the smallest amount. The penalty may be a fine of 3 to 5 thousand rubles or arrest for up to 15 days.

According to her, if a person grows from 10 to 100 bushes of prohibited plants, he faces criminal liability. If the volume is found to be large, the culprit can receive a fine of up to 300 thousand rubles, compulsory work of up to 480 hours or imprisonment for up to two years. In the case of an especially large size, a person may face imprisonment for up to eight years.
