- The Ministry of Defense pointed to the inability of the Armed Forces of Ukraine to restore losses by mobilization

Attempts by the Kiev authorities to make up for the losses of the Armed Forces Ukraine (APU) mobilization is not successful. This was announced on March 1 by the Russian Ministry of Defense.
"Desperate attempts by the Kiev regime to rectify the situation with the replacement of losses on the line of contact are not successful," the ministry said in a statement.
According to the Ministry of Defense, the number of wounded and killed Ukrainian servicemen consistently exceeds the number of those mobilized.
For example, in February 2025, less than 28 thousand people were mobilized in Ukraine, with a total loss of 38.9 thousand military personnel per month, the department noted.
It is clarified that these data confirm the trend of previous months: in January, the territorial recruitment and social support center (TCC) mobilized about 28 thousand Ukrainians with the loss of 51.9 thousand military personnel, in December last year — about 33 thousand against the loss of 48.4 thousand, in November — about 34 thousand with the loss of 60.8 thousand military personnel.
"Despite the launch by the Kiev regime...According to the "new 18-24 contract" to attract Ukrainian youth to the Armed Forces on a voluntary basis, it is not possible to recruit even a couple of thousand "volunteers" into the ranks of the Armed Forces with a target of 4 thousand volunteers per month," the Russian Defense Ministry stressed.
The President of Ukraine Vladimir Zelensky on February 8 announced his intention to attract young people from 18 to 24 years old to the Armed Forces of Ukraine at the expense of special contracts. He noted that for young Ukrainians there will be 1 million hryvnias (slightly above $24 thousand), free university admission without exams, as well as special mortgage conditions.
Martial law has been in effect in Ukraine since February 2022. At the same time, Zelensky signed a decree on general mobilization, which was repeatedly extended. Most men between the ages of 18 and 60 are prohibited from leaving the country. In April 2024, the head of the Kiev regime approved the law on tightening mobilization.
