Russian schoolchildren who failed to score the minimum score on the results of the Main State Exam (OGE) in order to move to the 10th grade will receive an advantage when applying to colleges on a budget in 12 regions of the country. The relevant amendments were approved on February 28 by the State Duma Committee on Education for the second reading of the draft law.
The experiment will take place in 2025 in Moscow and St. Petersburg, as well as in the Kemerovo region, Lipetsk, Nizhny Novgorod, Rostov, Saratov, Tyumen. It will extend to the Kamchatka and Krasnodar Territories, the Republic of North Ossetia–Alania and the Yamalo-Nenets Autonomous Okrug, TASS.
"Persons who received general education in 2025 in state and municipal educational institutions organizations <...> and those who have not achieved the minimum values of GIA results <...> have the preferential right to be admitted to state educational organizations of this subject for training in educational programs of secondary vocational education at the expense of budget allocations," the text says of the draft law.
According to another amendment, students from the 12 regions selected for the experiment will have to score minimum exam scores in order to advance to the 10th grade. They will be determined by the subjects themselves.
Lower House of Parliament adopted in the first reading a bill on new rules for passing the BGE on February 12. The document suggests conducting an experiment in several regions of the Russian Federation to expand the availability of vocational education. Students will be able to enroll in colleges after completing only two compulsory subjects — Russian and mathematics. The minimum points for admission will be determined by the regions themselves.
