The forecaster clarified that the excess precipitation will affect the Pacific coast, including the Magadan and Amur regions, Khabarovsk and Primorsky Territories, as well as Sakhalin.

"Precipitation is predicted to be about normal from the western borders of Russia to the Ob River, with the exception of the Murmansk and Arkhangelsk regions, where there is excess precipitation," he added.

On February 23, Wilfand announced that in March on the European Russian territories are possible temperature drops to -13 degrees, frosts may persist until the 20th. According to him, such a temperature during this period is a normal phenomenon. The meteorologist added that the snow in the European part of the country will come down earlier than usual.
