Banks are required to return stolen money to people if everything has not been done on their part to prevent the loss. Veniamin Kaganov, Director General of the ARFG, told Izvestia on February 27.

"For all transfers, they are required to check the operation for signs of fraud, and in case of doubt, suspend it until the circumstances are clarified and only conduct it if they have established its legal nature or there are no objections from the sender," the expert explained.

However, according to him, the dynamics of refunds suggests that credit institutions are not keeping up with fraudsters.

"In 2022, credit institutions refunded 4.4% of the total volume of money transfer transactions performed without their consent (618.4 million rubles) to customers. In 2023, this figure increased to 8.7% (1,378.8 million rubles), and in 2024 it returned to the level of 4.5% (1.23 million rubles) two years ago. Despite the fact that the volume of losses of citizens has increased by 1.7 times, it is hardly possible to say that it is possible to identify fraudsters more effectively today," he said.At the same time, a significant share of responsibility lies with citizens who, under pressure from intruders, have long believed that they are doing the right thing and are useful for themselves. This is how social engineering works, which is developing rapidly, the expert concluded.

Earlier, on February 18, it was reported that fraudsters stole 27 billion rubles from Russians in 2024. This follows from the data of the Central Bank of the Russian Federation. The volume of transactions without the voluntary consent of customers increased by 74.36% compared to 2023.
