What will change in the vehicle registration procedure?

Starting from March 1, changes in legislation regarding registration procedures in the departments of the State Traffic Inspectorate will come into force. To register a vehicle, the CTP policy becomes optional, the possibility of termination of registration of a stolen car is resumed, and the possibility of using electronic documents during registration actions is expanded. Izvestia dealt with these and other innovations together with the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

Negative CTP

One of the most important changes related to vehicle registration is the exclusion of the CTP policy from the list of documents that the owner must submit to the registration department of the State Traffic Inspectorate (MREO). This is provided for by the amendments to the law "On State Registration of Vehicles in the Russian Federation" adopted last summer. Similar changes are also being introduced by Decree of the Government of the Russian Federation No. 1540 dated November 14, 2024 and the new edition of the administrative regulations of the Ministry of Internal Affairs of Russia.

The exclusion of insurance from the list of mandatory documents is one of the measures to improve legislation in the field of vehicle registration aimed at simplifying a number of administrative procedures, according to the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia.

— Starting from March 1, 2025, the requirement for mandatory presentation of a CTP policy is lifted. From this date, when performing any registration actions, the State Traffic Inspectorate will not control the availability of this document," Police Colonel Roman Mishurov, head of the Department for registration and examination activities, technical supervision and public services of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia, told Izvestia.

At the same time, the State Traffic Inspectorate emphasizes that changes in legislation do not mean that insurance is not required at all. The CTP policy, as before, is necessary for participation in traffic — in case of its absence, the driver faces a fine of 800 rubles, and in case of repeated violation, the fine will amount to 3-5 thousand rubles, the department reminds.

— Control over the availability of a CTP policy when registering a vehicle is clearly an unusual function for the State Traffic Inspectorate. It is quite reasonable that insurance was excluded from the list of documents required for submission to the MREO," said Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of Russia.

No need to wait

An important change concerns the shortening of the period during which registration of a vehicle is terminated after it has been sold. Now this happens after ten days from the date of conclusion of the purchase agreement. Starting from March 1, according to changes in legislation, the previous owner can remove the car from the register immediately on the day of the transaction. However, for this purpose, the purchase and sale agreement must be concluded through the portal of state or municipal services or notarized. Moreover, the former car owner can apply for the removal of the car from the state register either through Gosuslugi or by contacting the registration department in person. If the transaction is concluded in a simple written form, the vehicle, as before, will be removed from the register after ten days, the Traffic Police said.

Changes in legislation have expanded the possibility of using purchase and sale agreements, powers of attorney and other documents drawn up in electronic form when performing registration actions, Roman Mishurov noted. However, this applies only to documents issued using the Gosuslugi portal, he stressed.

— It must be borne in mind that no printouts of such documents can replace the originals, since legislation clearly defines that an electronic document is a document created and sent through the Gosuslugi portal- said the head of the Department for the organization of registration and examination activities, technical supervision and provision of public services of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

New grounds

— Changes in legislation provide for the adjustment of procedures for the provision of public services for the registration of vehicles related to the termination and resumption of their state registration, as well as the removal of vehicles from the register, — said Roman Mishurov.

In particular, starting from March 1, additional grounds for vehicle inspection by inspectors of registration units will be introduced. This procedure becomes mandatory in case of renewal of vehicle registration, as well as when issuing a vehicle passport or in case of replacement of documents issued before 1993.

There are also new grounds for de—registering a car, for example, if the car was destroyed as a result of a fire or other accident. This will allow car owners to avoid additional actions related to the accrual of taxes on such vehicles, according to the State Traffic Inspectorate.

— In order to protect the rights of citizens whose vehicles were previously stolen and are wanted, legislation has restored the previously existing possibility of termination of registration of such vehicles. This will allow citizens to avoid the need to apply annually to the tax authorities and confirm that they do not actually possess this vehicle and are therefore exempt from paying transport tax," Roman Mishurov explained.

In addition, according to the new rules, "specialized organizations that buy cars for the purpose of their further resale" will be able to terminate vehicle registration.

A new reason for refusing to register a car from March 1 will be the complete or partial non-payment of the recycling fee in respect of vehicles imported into Russia by individuals for personal use. We are talking about situations where the conditions under which preferential recycling rates apply to the car are not met. For example, less than 12 months have passed since the import of such a vehicle into our country, or a citizen imported more than one vehicle during the year, having issued a preferential recycling package for "additional" cars.

The State Traffic Inspectorate emphasizes that issues related to the collection of underpayment of recycling fees are resolved within the framework of customs and civil legislation. The MREO inspectors will make a decision on the refusal to perform registration actions in relation to a particular vehicle in connection with non-payment of the recycling fee solely on the basis of information provided by the customs authorities, according to the GUOBDD of the Ministry of Internal Affairs of Russia.

— The powers of the employees of the registration departments of the State Traffic Inspectorate do not include determining the amount of disposal fees or duties, as well as control over their payment — this is the prerogative of customs. The changes in legislation that come into force on March 1 only introduce a new basis for refusing registration actions. It will be up to the customs authorities to determine whether the recycling fee for a specific vehicle has been paid in full, as before," said Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of Russia.
