The REO proposed to conduct an inventory of landfills every three years with UAVs


The Russian Environmental Operator (REO) has prepared new rules for the inventory of municipal solid waste (MSW) disposal facilities, which propose to inventory landfills every three years and use drones (UAVs) for this purpose. This was announced on February 27 by Denis Butsaev, General Director of the REO, at the headquarters for the organization of MSW management, which takes place at the site of the coordination center of the Government of the Russian Federation.
It is assumed that in this way it will be possible to obtain more up-to-date information about how full the landfills are, and make effective decisions on the creation of new waste management facilities.
The rules for the inventory of MSW facilities are an order from the list of regulations that the REO develops within the headquarters. The work on the document has been completed, it has been sent for consideration to the federal executive authorities.
Butsaev explained that the need to develop this order was caused by numerous disputes between the owners of facilities and the supervisory authorities regarding the residual capacity and other characteristics of landfills.
"Now the procedure is structured in such a way that the owner of the facility conducts its inventory himself every five years. There are no clear inventory requirements. The final document, the "characteristics of the object," is sent for reference to Rosprirodnadzor, which may or may not take them into account. We have tried to change this approach. If we talk about the general inventory requirements, then we require an inventory at least once every three years. Previously, it was once every five years. This will allow us to receive more up—to-date information about the condition of facilities, including their occupancy," said the CEO of the REO.
The Russian environmental operator also suggested using a wider range of information for the inventory, including project documents, survey data, environmental monitoring results, and other materials. As a mandatory part of the survey, video shooting using unmanned aircraft systems, as well as photography in the 360-degree panorama format, should be carried out.
