The Russian Ministry of Foreign Affairs has appointed Igor Titov, the Consul General in Gyumri in Armenia, it is reported on on the department's website on February 27.
"Igor Borisovich Titov has been appointed Consul General of the Russian Federation in Gyumri," the message says.
From 2024 until his new appointment, Titov headed the advance team for the opening of the Consulate General of the Russian Federation in Kapan in Armenia.
Titov was born in 1961. In 1985, he graduated from the Institute of Asian and African Studies at Lomonosov Moscow State University. He speaks Japanese, English and French. From 2019 to 2023, he headed the representative office of Rossotrudnichestvo in Japan, after which he was vice-president of the All-Russian Public Organization Russia-Japan Society.
Before that, on October 8, 2024, the President of the Russian Federation Vladimir Putin appointed Oleg Levin as ambassador Russia in Oman. By another decree, the head of state dismissed Ilya Morgunov from this position.
