Vladimir Burmatov, First deputy head of the State Duma Committee on Ecology, took the initiative to increase fines for dog walkers to 50 thousand rubles. He stated this on February 27 at a meeting of the working group of the State Duma Committee on family Protection, fatherhood, motherhood and childhood.

"It is proposed to amend by increasing the fines for the so—called self-driving to 50 thousand rubles," said the deputy.

Currently, the fine ranges from 1.5 thousand to 3 thousand rubles for citizens, from 5 thousand to 15 thousand for officials and from 15 thousand to 30 thousand for legal entities. The MP also proposed to toughen criminal liability up to three years in prison for dog owners who have killed people.

Earlier, on February 25, Chairman of the State Duma Vyacheslav Volodin called for the preparation of standards on href="https://iz.ru/1844933/2025-02-25/v-gosdume-prizvali-podgotovit-normy-po-zashchite-detei-ot-napadeniia-brodiachikh-sobak " target="_blank">protecting children from attacks by stray dogs. According to him, this should be entrusted to the relevant committee on family protection, fatherhood, motherhood and childhood, as it will approach this issue more objectively. Volodin also urged Russians not to throw animals outside.
