Facebook Instagram and social networks (both owned by Meta, a company whose activities are recognized as extremist and banned in the Russian Federation) will be able to resume operations in Russia only after meeting the requirements of Russian legislation. This was stated on February 27 by the press secretary of the President of the Russian Federation Dmitry Peskov in an interview with journalist Alexander Yunashev.

Peskov noted that the potential restoration of trust in Russian-American relations would not affect the status of websites blocked in the Russian Federation. He stressed that the requirement to comply with the legislation of the Russian Federation also applies to YouTube.

"It's not about trust. This is due to the implementation of the laws of the Russian Federation. And no matter how much trust we have with the Americans, this will not exempt anyone from complying with Russian laws," the Kremlin spokesman stressed.

Instagram was blocked in Russia on March 14, 2022. The decision to block it was made after it became known that Meta allowed some countries not to block user calls for violence against Russian citizens and the military.

On March 21 of the same year, the Tverskoy Court Moscow accepted decision to ban Meta activities in Russia.
