According to the expert, until August 2021, according to the law "On Technical Inspection of vehicles", it was impossible to purchase a CTP policy without a car inspection and a diagnostic card.

According to the new version of the law, passenger cars and motorcycles used by citizens for personal purposes, without providing taxi services, are not subject to mandatory inspection, Khaminsky explained.

"Thus, passing the inspection for ordinary citizens-car owners has become voluntary. The availability of a valid diagnostic card on the completed inspection will be required only in the case of registration of a vehicle that has been manufactured for more than four years, or in the case of registration actions related to the change of ownership of such a vehicle," the lawyer said.

Mikhail Komarov, creator and head of the ID20 project (fleet management program), predicted on February 12 price increase for inspection. According to the expert, this year the price increase for technical inspection is expected to be within 10% of the current cost.
