The State Duma adopted in the first reading a bill that will oblige apartment owners and tenants to provide public utilities with unhindered access to gas equipment. This was reported on February 26 on on the website of the Lower house of Parliament.
The document was developed under the guidance of the head of the Committee on Construction and Housing and Communal Services Sergey Pakhomov. According to the authors, gas workers will be able to challenge the refusal of admission in court, and the time frame for considering such cases will be reduced from 30 to 12 days. After the court decision, specialists will be able to enter the apartment with bailiffs.
"We are talking about improving the safety of gas equipment in our apartment buildings," said Pakhomov
In addition, the bill should reduce the cases of gas shutdowns in the entire riser if it is impossible to check in one of the apartments.
"Last year, decisions were made that very specifically and clearly prescribe and tighten the rules of operation of gas distribution organizations and those organizations that check equipment in apartments. But there is a problem that we face today, which is the banal non—admission to apartments," added Sergey Pakhomov.
The bill was submitted for consideration on February 19th. Sergei Kolunov, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, clarified that according to the bill, apartment owners and tenants under a social security contract will be required to provide access to specialists to check gas equipment.
Before, on February 18, the Russian government supported the bill, which obliges homeowners and apartment tenants under a social lease agreement to ensure mandatory access of gas workers to residential equipment.
