RSA named a new deadline for the start of the CTP check by cameras


The start of the experiment to launch the verification of the presence of CTP through traffic cameras has been postponed to June 30, 2025 instead of the originally planned date of March 1. During the approval of the project, questions arose that required additional coordination and time for the experiment to work correctly. This is stated in the message of the Russian Union of Motor Insurers (RSA), which was received by Izvestia on February 26.
The RSA indicated that the union is not a direct participant in the technological process of launching a CTP verification system using cameras. However, they noted that this project is socially significant, it is intended to become an indicator of law-abiding citizens and can become a tool for identifying fraudsters who sell fake insurance. According to RSA estimates, 7-10% of the country's car owners drive without a CTP policy.
The principles of the CTP verification experiment using traffic cameras, despite the postponement of the launch date, will remain the same. So, if a motorist violates traffic regulations, and this is recorded by a complex of photo-video recordings, the driver will be automatically checked for a policy. If he is not present, he will receive a notification about the absence of CTP in his personal account on the Gosuslug portal, along with fines for traffic violations.
"At first, only a warning and an offer to notify about the error will be received if the policy is still available. The experiment is being launched, among other things, in order to reduce the number of errors, synchronize the databases of the traffic police and insurers, and prepare citizens. The work will be debugged at least until the end of 2025. If the number of errors and violations is small, the RSA, for its part, plans to initiate notifications with specific fines for unscrupulous motorists before the end of the experiment," the RSA said.
On February 20, it was reported that in the second quarter of 2025, Gosuslugi will launch a system for notifying motorists about the imminent expiration of the CTP policy. In addition, five regions of the Russian Federation have declared their readiness to switch from notifications about the absence of a valid CTP policy to the introduction of real liability before the end of the experiment period.
