The start of checking CTP policies with the help of traffic cameras was postponed

The launch of an experiment to verify the availability of CTP policies using photovideofixation complexes for violations in Russia will not take place on March 1, as originally planned. This was reported on February 26 by Magazine with reference to the National Insurance Information System (NSIS) and the Ministry of Finance. The experiment is expected to be launched in the summer of 2025.

The reason for the postponement is called "the lack of approval of a government decree regulating the mechanism of the experiment." The draft resolution of the Cabinet of Ministers was to be developed by the Ministry of Finance, but its mandatory approval by interested parties, including the Ministry of Internal Affairs, the Ministry of Finance and the Bank of Russia, has not been carried out.

According to the sources of the publication, the participants in the process have not yet been able to agree, for example, on the distribution of responsibility for the storage of personal data. Another issue was the sources of funding for the experiment, while it was previously assumed that it would not require the allocation of additional funds from the budget.

On February 20, it was reported that in the second quarter of 2025, Gosuslugi would launch a system for notifying motorists about the imminent expiration of the CTP policy. In addition, five regions of the Russian Federation have declared their readiness to switch from notifications about the absence of a valid CTP policy to the introduction of real liability before the end of the experiment period.

On December 25 last year, it became known that the experiment on checking CTP policies from cameras it was originally planned to be held during the year. However, if the system starts working, there will be no complaints and it becomes clear that everything is working correctly, then fines on cameras may begin to be issued before the end of 2025, said Evgeny Ufimtsev, head of the Russian Union of Motor Insurers (RSA).
