The Commissioner for Human Rights in the Russian Federation, Tatiana Moskalkova, called for legislation to regulate the process of verifying the age of Internet users. The relevant proposals are contained in report on the activities of the Ombudsman for 2024.

It is noted that adult content is available without any authorization to any user who checks the box that he turned 18 years old.

"In order to protect minors from the negative impact of content on the Internet, it seems necessary to legislatively regulate the processes of verifying the age of Internet users," the document says.

In addition, the Ombudsman called for a separate legislative review of the field of blogging. In her opinion, the very concept of "blogger" requires legal consolidation in the interests of law-abiding citizens of Russia. Moskalkova also supported the State Duma's initiative to regulate the activities of medical content creators.

"It is assumed that a special registry will be created. If the author has a medical degree and is a practicing physician, a special icon will appear on his web page. This way, users will be able to recognize which of the bloggers is a qualified specialist," she said.

Earlier, on February 11, experts from the Russian Peace Foundation's Center for Security 2.0 called the most dangerous online threats for children are identity theft, destructive communities, fraudulent manipulation of political topics, and cyberbullying. In addition, experts in an interview with Izvestia added that with the development of neural networks, schoolchildren increasingly began to turn to them for information, but the answers may be unreliable or even biased.
