Fire safety rules do not regulate in any way the direction in which the door to the apartment should open. This was announced on February 25 by the Main Directorate of the Ministry of Emergency Situations of Russia for the Penza region in its Telegram channel.

Earlier it was reported in the media that the owners of the entrance doors that open outwards will allegedly be fined for non-compliance with fire safety requirements. The information about this was later denied by the Moscow Housing Inspectorate.

The Penza Department of the Ministry of Emergency Situations noticed that the passages on the evacuation routes are indeed prescribed to open in one direction — strictly outward towards the exit from the building. However, this rule does not apply to all doors.

"The regulatory document on fire safety is the set of rules of SP 1.13130.2020 "Fire protection systems. Escape routes and exits." In subparagraph "e" of paragraph 4.2.22....It is indicated that the direction of opening doors for rooms in apartment buildings is not regulated," the report says.

Earlier, on February 12, Olga Staroverova, a professor at Plekhanov Russian University of Economics, said that the fine for violating fire safety rules in 2025 href="https://iz.ru/1837834/2025-02-12/ekspert-predupredila-o-novykh-shtrafakh-dlia-sobstvennikov-kvartir-i-domov " target="_blank">increased 1.5 times. Owners who have fenced off more personal space with a door and changed the layout of an apartment building also now pay 15,000 rubles as a fine for an illegal vestibule.
