The adopted document of the UN General Assembly (GA) on Ukraine is not legally binding, which is not the case with the US version of the resolution on the settlement of the conflict approved by the UN Security Council (UNSC). Pavel Feldman, a candidate of political science and professor at the Academy of Labor and Social Relations, told Izvestia on 25 February.

Earlier in the day, the UN Security Council approved the US-proposed resolution on the conflict in Ukraine. Russia was among the countries that voted in favor. The document, among other things, contained calls to work for a speedy resolution of the conflict. At the same time, on February 24, the UNGA adopted an anti-Russian resolution, which was not supported by Washington.

"Another Russophobic decision of the UN General Assembly should not be taken seriously, as it has no legal force, unlike the Security Council resolution," he said.

The political analyst emphasized that Washington's very proposal of its own draft resolution on Ukraine to the UN Security Council without criticizing the Russian Federation shows that Russia and the United States have come to an agreement on the Ukrainian crisis. The document was adopted by a majority of votes, with Britain and France deciding to abstain, which shows their tacit disagreement with the US position, Feldman said.

"If European countries had vetoed the resolution calling for a speedy resolution of the conflict, they would have demonstrated their commitment to further military confrontation," the political analyst concluded.

On February 22, US Secretary of State Mark Rubio said that the United States would present a historic resolution on the settlement of the conflict in Ukraine to the UNGA on February 24. Rubio also recalled that President Trump is an adherent of the idea of a diplomatic solution to the conflict. Agency Bloomberg learned about the content of the document. Thus, it was reported that the American draft resolution does not stipulate the principles of sovereignty and territorial integrity of Ukraine.

Earlier, on 20 February, Reuters quoted three diplomatic sources as saying that Washington had refused to support the UN General Assembly's anti-Russian draft resolution on Ukraine, not wanting to co-sponsor the document, which condemned Russia's actions and stated its commitment to "the sovereignty, independence and territorial integrity of Ukraine within the borders recognized by the international community".
