Banks have no right to refuse to accept old-style dollars for Russians. This was stated on February 25 by Nikita Chaplin, a member of the State Duma Committee on Budget and Taxes.

According to him, all Federal Reserve bills issued after 1914 are considered legal tender.

"Russian banks also have no legal grounds to refuse to accept old-style dollars if they are in satisfactory condition and do not raise doubts about authenticity," Chaplin told TASS.

He added that each bank has the right to set its own criteria for assessing the condition of foreign banknotes, observing the legislation. In case of a dispute between a citizen and a bank, a Russian can seek help from Rospotrebnadzor, the court or the Central Bank.

In addition, exchange offices of banks are obliged to carry out operations on purchase and sale of foreign currency cash. If a Russian is refused to exchange old-style dollars, he should demand a written explanation of the reasons for the refusal.

In October 2024, the Association of Tour Operators of Russia (ATOR) said that Russians faced mass refusals to accept cash dollars in foreign banks. In particular, in Egypt, Thailand, UAE and Turkey, tourists were demanded dollars of a new sample.

Later, on December 7, the director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development (MED) of the Russian Federation Nikita Kondratyev said that citizens of many countries, not only Russians, were refused to accept old-style banknotes, including dollars.
