Nebenzia said there is no autonomy in Ukraine's existence


The closure of the United States Agency for International Development (USAID) has shown that there is no independent Ukraine. This was stated by Russian Ambassador to the United Nations Vasily Nebenzya during a meeting of the UN Security Council on 25 February.
In his opinion, thanks to US President Donald Trump's decision to close the agency, the details of what is happening in Ukraine under the country's President Vladimir Zelensky have become known.
"Everyone in the world has learned, in particular, that the entire anti-Russian project "Ukraine" was financed by the West from the very beginning. <...> The termination of the US Agency for International Development exposed this unflattering situation," Nebenzya said.
Russia's post representative to the UN added that from 2021 to 2024, USAID spent $30.6 billion or 21% of all its spending abroad on Ukraine.
"Independent Ukraine simply did not exist and does not exist. The agency paid for the activities of the Ukrainian state apparatus, as well as trained Ukrainian judges and directly influenced the judicial system of Ukraine," he said.
Nebenzya also noted that the Ukrainian parliament, the Verkhovna Rada, also worked at the expense of the US funding. According to him, the organization allocated $25 million for public events and the work of secretariats of Ukrainian parliamentary commissions.
On February 3, US billionaire Ilon Musk announced the launch of the process to liquidate USAID. The businessman said that the agency could not be restored and should be closed. At the same time, the US president called the heads of the agency radical madmen.
Bloomberg reported on February 5 that Musk's team gained access to the room where secret documents of USAID are stored. In addition, more than 100 employees of the agency were sent on administrative leave.
