Bankruptcy procedures will be simplified for participants in special operations - servicemen will be able to be recognized as financially insolvent without going to court. Such amendments were prepared by the Ministry of Economic Development. The Government Commission on Legislative Activity approved the document on February 24, a source in the Cabinet told "Izvestia".

According to the materials to the Pravkomissiya, which was read by the publication, the military will be able to recognize the bankrupt without a court under several conditions: the citizen's debt is not more than 1 million rubles, he must apply and register it no later than a year ago, he has no property that can be recovered.

After the application is approved, the participant of the special operation will be included in the register of bankrupts, and creditors and collectors will not be able to demand payment of debts.

Right now, a citizen who receives regular income cannot become bankrupt, as foreclosure will apply to those receipts. However, as explained by Olga Leonova, associate professor of the Department of State and Municipal Finance at Plekhanov Russian Economic University, combat pay and compensation are protected by law - they are not subject to write-off for debt repayment.

The system of out-of-court bankruptcy is aimed at unloading the courts and simplifying the lives of debtors. According to Leonova, this form allows to quickly solve financial problems, which is especially important for the military, who after service found themselves in a difficult financial situation with no other sources of income except for combat pay.
