The Russian Interior Ministry has prepared amendments to the administrative regulations on conducting examinations for the right to drive motor vehicles (MV). Now the draft is undergoing an independent anti-corruption review on the federal portal of draft regulatory legal acts, the Russian State Automobile Inspectorate announced in its Telegram channel on February 24.

The agency proposed to expand the list of grounds for refusal to provide state services for examinations for the right to drive vehicles for foreign citizens or stateless persons, in respect of whom the expulsion regime is applied.

When applying to the examination units of the State Automobile Inspectorate, they will be checked against the register of controlled persons. If a citizen is in this register, he or she will be denied admission to the theoretical and practical examinations for a driver's license.

In addition, the traffic police reported that the amendments propose to supplement the list of documents certifying the identity of the applicant, a temporary identity card of a stateless person in the Russian Federation.

February 18, it was reported that in Russia, the proportion of driver candidates who passed the first time exam for a license "in the city" has increased. If in 2023 it was 12.1%, then at the end of 2024, it rose to 13.8%. According to the president of the Interregional Association of Driving Schools, Tatyana Shutyleva, this was the result of changes in the regulations of the Ministry of Internal Affairs on passing the license exams, which came into force on April 1, 2024.
