The traffic police has issued 4 thousand fines to courier cyclists since the beginning of the year

Since the beginning of 2025, Moscow police officers have drawn up about 4 thousand materials in respect of bicycle couriers for violation of the rules of movement on sidewalks. This is reported on February 24 by "Kommersant" with reference to the data of the Main Department of the Ministry of Internal Affairs in Moscow.

The number of raids to check couriers and their vehicles has increased since the beginning of 2025, said Alexander Mityukov from the association MAKS. The capital's Department of Transportation said that they regularly record comments from city residents related to the movement of couriers around the city. Violations committed by couriers are recorded by cameras of the Traffic Management Center, and the information is passed on to delivery companies. According to the deptrans, more than 9 thousand such materials were transferred last year.

According to Deptrans, there are more than 100 thousand couriers working in Moscow on vehicles. From May 1, 2025 electric bicycles of couriers should be equipped with speed limiters (the maximum allowed limit will be 25 km/h). If the power of an electric bicycle exceeds 0.25 kW, it has the status of a moped. To determine the power, the State Automobile Inspectorate detains and sends electric bicycles for examination.

The fine for riding a moped on the sidewalk is 2 thousand rubles (part 2 of article 12.15 of the Administrative Code), a mopedist must also have a license of category "M", he is subject to the same rules as an ordinary motorist (for example, must pass a medical examination). A SIM user has the right to ride on the sidewalk, if there is no bicycle lane, cycle lane or for some reason it is impossible to drive along the curb. In case of violation, the fine is 800 rubles (part 2 of article 12.29 of the CAO).
