FAS issued a warning to Russian Railways


The Federal Antimonopoly Service (FAS) has issued a warning to Russian Railways, the service said on February 24.
"The company needs to eliminate signs of violation of antimonopoly legislation. Only locking and sealing devices included in the relevant list may be used in the transportation of JSC "Russian Railways". The decision on the admission of such devices is made by the commission on the use of technical means of protection for sealing cars and containers", - specified in the antimonopoly authority.
It is established that the procedure for inclusion of devices in the list contains conditions that may lead to the creation of discriminatory conditions in the market of locking and sealing devices. In particular, the order lacks the deadlines for establishing the types of technical devices, the possibility for persons submitting appeals to attend the commission meeting, the criteria for additional expert tests. The Service warned JSC "Russian Railways" about the need to amend the order.
Earlier, on February 13, it was reported that the Federal Antimonopoly Service issued a warning to the Federal Passenger Company. In the actions of the organization in the provision of discounts were found signs of violation of antimonopoly legislation. The company canceled the discount for travel for passengers with disabilities in long-distance trains to Kaliningrad region and back. At the same time, the organization provided a similar discount for travel throughout the rest of the Russian Federation.
