United Nations (UN) diplomats consider the decision of the USA to present a resolution on Ukraine on 24 February in a neutral manner as a de facto capitulation of the country to Russia. This was reported by The Wall Street Journal (WSJ) on February 22.

"One diplomat said that European colleagues had the impression that the US was capitulating to Russia," Western diplomats told the publication.

WSJ recalled that the rift between US President Donald Trump 's administration and Ukraine intensified that day amid the United States' insistence on canceling a UN resolution that Ukraine drafted with European support to mark the third anniversary of the start of the special military operation (SMO). Instead, Washington proposed its own draft resolution, which contains a more neutral assessment of the conflict and its causes.

On the same day, the Bloomberg news agency learned about the US intention to block Ukraine's resolution against Russia at the UN. It is said that the US draft resolution does not stipulate the principles of Ukraine's sovereignty and territorial integrity, although they were clearly spelled out in previous UN resolutions supported by the USA.
