The State Duma will prioritize consideration of 26 bills on support for participants of the special military operation (SMO) and their family members, eight of which were passed in the first reading. This was announced by Duma Chairman Vyacheslav Volodin on February 22.

It was specified that among the approved initiatives is the issue of simultaneous receipt of two pensions for participants of combat operations in the Luhansk and Donetsk people's republics. According to it, veterans may be allowed to receive two payments - disability and old-age insurance, or disability and long-service pension.

In addition, the issue of granting leave for relatives of SVO participants who need treatment or rehabilitation is being resolved. In addition, an additional 15-day vacation may be approved for IAB officers from among veterans of special operations. Also, deputies are discussing the possibility of excluding the period of participation in special operations from the validity of USE results.

"One of the main priorities of the State Duma is legislative support for the participants of the SVO, volunteers, their families. Laws are already working, which provide for a set of benefits for them. In total, for the period since 2022, deputies have adopted 124 legislative initiatives," - quotes Volodin press service of the State Duma in Telegram-channel.

On February 18, the head of the Duma Defense Committee, Andrei Kartapolov, said that deputies are developing amendments to the legislation that would allow to exempt from compulsory service special operation fighters who voluntarily signed a contract with the Russian Defense Ministry and served for six months. He suggested that this would be a government bill to be discussed during the spring session of the lower house of parliament.

On November 6, 2024, Russian President Vladimir Putin said that control over the observance of the rights of special operation participants and their families is the most important area of the Council for the Development of Civil Society and Rights. Later the same month, the head of state signed a decree on a one-time payment of 4 million rubles to the participants of the SVO who received disability as a result of wounds and injuries.
