U.S. Secretary of State Marco Rubio in a telephone conversation with a number of European diplomats allowed a limited easing of anti-Russian sanctions if Moscow begins to take steps that are "preferable" to Washington. The New York Times (NYT) reported that on February 21

"The administration will not lift U.S. sanctions on Russia without a noticeable change in Moscow's behavior, though it has left open the possibility of easing some sanctions on a limited scale if the Russians start taking steps the administration seeks," the piece said.

According to the publication, the administration of US President Donald Trump was ready for the fact that Russia could use the past talks in Riyadh to achieve its own goals.

Also Rubio expressed the opinion that this could lead to increased divisions in the West or weaken the international sanctions isolation of Russia.

On the eve of the head of the U.S. Treasury Department Scott Bessent allowed changes in sanctions against Russia. He noted that Washington is ready to both soften sanctions against Moscow and tighten them - decisions will be made depending on the course of negotiations between the two countries.

Earlier, on February 18, Rubio pointed out that if the conflict in Ukraine is resolved, Western countries will be forced to lift anti-Russian sanctions: it is necessary for all sides to make concessions.
