The financier spoke about the new rules of attachment to the polyclinic

The Ministry of Health of the Russian Federation has prepared a draft on changes in the procedure for attaching to a polyclinic, which simplify the process and make free medical care more accessible. Olga Staroverova, professor of the Department of State and Municipal Finance at the Plekhanov Russian Economic University, told Prime on February 20.

"The draft order of the Ministry of Health of Russia "On the order of the choice of a citizen of a medical organization in the provision of medical care within the framework of the program of state guarantees of free medical care to citizens", published on the portal of draft regulatory legal acts, will come into force on September 1, 2025 and is valid until September 1, 2031," - recalled the expert.

Staroverova noted that the Ministry of Health proposes to update the procedure for selecting medical organizations for free assistance under the state program for 2025-2027. According to the draft of the new order, citizens will be able to choose polyclinics on a territorial-participation principle from among the institutions participating in the implementation of the regional program of state guarantees. This applies to both primary health care and specialized medical care on the profiles financed for attached patients.

It is noted that it will be possible to apply for attachment to a medical organization in two ways: in person on paper at a polyclinic or electronically through the Gosusgoservices portal.

In addition, the document contains new provisions aimed at improving the availability and quality of medical care. Among them are the right of patients with severe and chronic diseases to prescription by medical commissions of drugs not registered in Russia; mandatory conditions for the prescription of certain schemes of antitumor therapy in order to improve the effectiveness of treatment of cancer patients; expansion of the section "Sanatorium treatment"; and the possibility of organizing home-based hospitals with the provision of medicines and recommendations for residents of remote communities.

Earlier, the Ministry of Health of the Russian Federation proposed to make it possible for all Russian regions to attach to a polyclinic through the portal "Gosusgosluzhby". The corresponding draft order of the Ministry was published on the federal portal of normative legal acts.
