Droppers may be exempted from criminal liability if they assist the investigation. This was announced by Deputy Head of the Russian Interior Ministry Andrei Khrapov on February 19.

"It is easier to assist the investigation, if you are caught, and escape criminal responsibility than to sit for participation in an organized criminal association," the deputy head of the Interior Ministry said at the forum "Cybersecurity in Finance", his words were quoted by TASS.

In 2024, the Interior Ministry developed a bill on punishment for droppers - bank customers who issue cards not for personal use, but for their transfer to fraudsters. Attackers withdraw funds stolen from bank customers to them. Dropper can become a dropper by choice or ignorance.

Earlier, on February 17, the Ministry of Internal Affairs of Russia notified about sending fraudsters false letters with debts due to allegedly overdue payments, as well as with threats of property seizure for non-payment. Russians were urged to independently check fines only through "Gosuservices" and the Federal Tax Service to prevent such situations.
