The State Duma assessed the idea of introducing a single payment for housing and utility services

The idea of the Ministry of Construction about a single payment document for housing and communal services (HCS) is not bad from the point of view of common sense, but there are a number of legal subtleties that make this initiative difficult to implement. This was reported by Deputy Chairman of the State Duma on construction and housing Svetlana Razvorotneva on Wednesday, February 19.

Earlier, on February 18, the head of the Ministry of Construction Irek Faizullin said that the ministry considers it rational to introduce a single payment document for housing and utility services in Russia, RT reports.

According to him, there should be a single payment, a single operator in the region to collect funds, reports NSN. Faizullin specified that when Russians pay for housing and communal services there should not be any direct contracts with resource supplying companies, according to the website kp.ru.

"The idea of a single payment has been discussed in the expert community together with the authorities for not the first year. The creation of unified regional information and settlement centers is also a very old idea, but it faces a number of legal difficulties," Razvorotneva said in a conversation with aif.ru.

Razvorotneva added that a single payment document is needed not only to simplify the life of the consumer, but also to ensure that in case of non-payment for any resource or maintenance of the common property, it would be possible, for example, to cut off electricity.

The parliamentarian added that the second problem is related to the inability to force service providers to move to a single settlement and cash center and make a single payment.

"Disputes about who will issue a single payment card are probably the most significant," the MP concluded.

Earlier, on February 4, residents of the capital were informed that for safe payment of bills for housing and utility services it is recommended to use the service "My payments", which is available on the portal mos.ru and in mobile applications "Gosuservices of Moscow" and "My Moscow", reports the agency of city news "Moscow".
