The Ministry of Construction is in favor of returning to a single payment document for housing and utility services

The Ministry of Construction and Housing and Communal Services considers it rational to introduce a single payment document for housing and communal services (HCS) in the Russian Federation. This was stated by Minister of Construction and Housing Irek Faizullin during a meeting of the State Duma Committee on February 18.

"My personal opinion: there should be a single payment, a single operator in the region to collect funds, and there should be no direct contracts (with resource supply companies. - Ed.)," he said.

Pavel Sklyanchuk, a People's Front specialist, explained to TASS that this issue implies settlement centers, which are hired by utility companies and management companies (MC) as payment agents for issuing receipts.

According to him, in the regions an owner may receive several paper receipts separately for each payment. Sklyanchuk explained that the Ministry of Construction proposes to create the principle of a single payment for citizens. At this time there is a problem when receipts for capital repairs come for the apartment, and for utilities and housing services - personally on the owner.
