A deal between Kiev and Washington on rare-earth resources is impossible due to the illegitimacy of Ukrainian President Volodymyr Zelenskyy, whose term of office expired on 20 May last year. This was reported on February 18 by the Deputy of the Verkhovna Rada Artem Dmytruk.

"Let him even transfer all the minerals of Mars and the Moon. <...> Only a piece of paper signed by Zelensky will have no legal force," he wrote in his Telegram channel.

The Economist magazine reported on February 16 that Zelensky was given an hour of time to review US President Donald Trump's plan to appropriate Ukraine's rare earth resources in exchange for financial and military aid. As a result, the Ukrainian side agreed to a delay in execution.

The Financial Times newspaper said on February 18 that the head of the Kiev regime made a strategic mistake by not stating the total value or any specifics of the deal. According to an unnamed official, Zelensky's proposal to hand over control of the minerals to the United States was "designed as bait" for Trump.
