The Prosecutor's Office is conducting an inspection in connection with appeals from residents of the Krasnoarmeysky district of Volgograd, who do not agree with the terms of resettlement from emergency housing - they are given new apartments 50 km away from their neighborhood, and even in a place that has not yet been developed. The residents are going to go on hunger strike as a sign of protest. At the same time, the administration insists that everything happens within the law: the legislation on resettlement from emergency housing implies that apartments can be provided within the city. What Volgograd residents demand

The Prosecutor's Office of Volgograd reported on Tuesday, February 18, about the beginning of the inspection on the appeals of residents of Krasnoarmeysky district of Volgograd. This was preceded by the appeal of residents of emergency houses, which was spread in social networks and Volgograd media. About 20 people announced that they would start an indefinite hunger strike from March 1.

Now people live in frankly unsuitable conditions. However, the houses to which Volgograd residents are being sent are located 50 kilometers away - in the new buildings of the residential complex "On Matrosova" in the Krasnooktyabrsky district. Residents have been talking about the problem for a long time, but to numerous appeals they get the same answers: everything is within the law.

Volgograd residents claim that in the administration of Krasnoarmeysky district they were persuaded to refuse to receive monetary compensation in favor of new apartments, as the resettlement will allegedly take place in the nearest districts.

Now the LCD "On Matrosova" is a territory that is located among the SNT and private houses. To the nearest store, judging by the map, more than 20 minutes on foot, to the school - 15 minutes through the private sector. Residents claim that the territory on the site of new buildings is waterlogged, because there are swamps around the housing estate.

And most importantly - on the other side of the city will remain work and elderly relatives. To the stop "Krasnoarmeyskaya" from the new place of residence - at least two hours by public transportation.

"For us, this resettlement is like starting life all over again, in another city, " say the Volgograd residents.

They call the hunger strike their last option, as "regional authorities, law enforcement agencies have withdrawn from solving the problem." They accuse the city administration of making irrational purchases of housing under the resettlement program.

The position of the authorities

The Volgograd administration explained to Izvestia that the owners of housing in emergency buildings are offered two options - payment of monetary compensation or obtaining new housing. The amount of compensation is determined by independent experts, and for calculations they take the market value of similar housing located in technically sound houses. For those who have chosen to receive new apartments, a general list of necessary constructions is formed, on the basis of which suppliers are determined through open tenders.

-According to the norms of the federal legislation, new housing is acquired on the territory of the city, and to introduce additional restrictions for suppliers, specifying any area of location of new housing, the municipality has no right, - emphasized in the administration. - According to the terms of the municipal contracts, the apartments are provided fully ready for living: with finished finishing, installed plumbing and complete with kitchen stoves.

According to the Volgograd administration, apartments for 791 families have been purchased in the new housing estate, and now the process of its transfer to the residents of emergency houses is underway. Consent has already been signed by more than 330 families.

It is stated that the necessary infrastructure in this LCD will appear, transportation, social and commercial facilities will be developed. Work has begun on the formation of a convenient road network, especially since the neighborhood is going to improve further. From March they plan to launch a new route - 51k - with stops near the residential complex, school and kindergarten.

- There is already project documentation for the construction of a new kindergarten for 140 children. Erection of the object will be possible immediately after binding the project to the site in the microdistrict, on which this social institution is provided, - explained in the administration. - In the future, the issue of school construction will be considered as well.

Why Volgograd residents are in such a situation

The Territory Development Fund told Izvestia that resettlement from emergency houses under this program is most often carried out just in newly built-up areas, as it happened in Volgograd.

-Legislative fixing of the necessity of resettlement of residents within one district may simply lead to impossibility of the program implementation in many regions, - noted in the fund. - For example, according to the norms of urban planning, new construction in the former district is not always possible due to increased requirements for parking spaces, transportation and social infrastructure facilities.

Another thing is that Volgograd is unique in its length. It is very long, the distance from edge to edge is almost 100 kilometers.

-Such problems have existed for a long time, " Tatyana Tekucheva, head of the Center for Assistance to the Development of Public Control in the Housing and Utilities Sector of the Volgograd Region, told Izvestia. - Before that, for example, residents of the Krasnooktyabrsky district resented being relocated to the Kirovsky district. The situation is ambiguous, but the program of this period is already ending - there will be no other housing, everything has already been purchased for this program. And the hunger strike will not affect anything: the administration simply has nowhere to get other housing.

According to her, in the past there were cases when residents of emergency houses refused to be resettled in the proposed houses and waited for an option in a neighborhood closer to them. However, now such an opportunity will no longer be available - the current program has ended. It is not clear yet how it will work further.

What to expect from the new program

Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Utilities, explained that the National Project "Housing and Urban Environment" ended in 2024. The Ministry of Construction told Izvestia that the resettlement program allowed to reduce the emergency housing stock in the country by 13.7 million sq. m. During the period of the program 810.6 thousand people were resettled, and the planned indicators of the national project were even exceeded. Moreover, according to the Ministry's data, the trend has changed: now more emergency housing is resettled annually than is recognized.

-A new national project - "Infrastructure for Life" - starts in 2025, but we haven't seen a passport for the resettlement program yet," Svetlana Razvorotneva told Izvestia. - There have been various discussions about new resettlement methods, but so far the only thing we can say for sure is that there is less money for resettlement from the federal budget, while the share of co-financing from the regions is growing. Therefore, new methods of solving the problem are being introduced.

Experts emphasize that emergency housing remains a serious problem for the country. Irina Gentsler, Director of the "Urban Economy" direction of the "Institute of Urban Economics" Foundation, believes that the situation is even getting worse: the potential number of houses that can claim the status of emergency housing is much higher than the money that can be actually received for their resettlement. That is why it is quite possible that people from the houses to be resettled will be provided with housing not even in ownership, but in rent.

How to solve the problem for the residents of Volgograd

Irina Gentsler notes that most often simple reimbursement of the cost of emergency housing does not allow to buy another apartment at current market prices. Therefore, experts believe that the best option for those who are dissatisfied with the new neighborhood may be resale. Especially for housing obtained under this program, there is no rule of five years that must pass before the transaction to avoid tax, says Tatyana Tekucheva.

- I am a member of the commission that evaluates new housing under the program, and I see that these are good apartments. Now they are not built specifically for resettlers, the administration buys out housing that was originally intended for the market. Therefore, the developer is interested in quality in order to preserve its reputation and sell out apartments in the new building, - emphasized the expert.
