The idea of introducing a family taxation system in Russia deserves attention and would have a significant social effect, but such an initiative is unlikely to be implemented in the near future. This was stated by Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, on Tuesday, February 18, assessing the proposal of the Russian Union of Industrialists and Entrepreneurs (RSPP) to introduce family taxation in the country.

Earlier, the RSPP prepared a package of proposals in the field of taxes, among which is the introduction of a family taxation system in the country, reports 360.ru.

The project involves calculating the income of a citizen to pay tax on it, based on the family status. So, if in a family both spouses work and they have two minor children who do not have their own earnings, the income of the parents want to summarize and divide by four, so that all earned by married Russians redistributed to the number of family members and taken into account in determining the rate, writes RIAMO.

"This is a very interesting idea, and I would gladly support it. We need to be oriented to the fact that perhaps one parent will work, but at the same time must support the entire family. <...> Among decent-earning men there are fathers with many children, for whom it is extremely important to direct this difference between 15% and 22% of income tax to his family, and not to pay in the form of a progressive school, "- said the MP in a conversation with Lenta.Ru.

At the same time, the MP doubted the possibility of realizing such an initiative. Bessarab emphasized that the financial block of the government may have concerns about tax collection.

In turn, David Adams, general director of the professional legal group AID, lawyer, in a conversation with RT, expressed the opinion that it is unlikely that these initiatives will be implemented in the near future.

In his opinion, the main factor determining the stability of the tax system is the position of Russian President Vladimir Putin, who has already stated the need to fix key tax parameters until 2030.

Earlier, in December 2024, it became known that Russia noticed a significant increase in revenues from personal income tax (PIT) in the state budget. Thus, from January to October last year, the consolidated revenues of the subjects of the Russian Federation amounted to 6.1 trillion rubles, which is 27% higher than the figures for the same period of 2023, specified on the website kp.ru.

Earlier, on November 21, Russian President Vladimir Putin at a meeting with the head of the Federal Tax Service (FTS) Daniil Egorov noted that tax revenues in the Russian budget system for the first 10 months of 2024 amounted to almost 46 trillion rubles. The figure is about 20% higher than in the same period of 2023.
