The Russian government has supported a draft law that obliges homeowners and tenants of apartments under a social lease agreement to ensure mandatory access of gas workers to in-apartment equipment. This is stated in the Cabinet of Ministers' response to the bill on February 18.

The document proposes to introduce a provision in the Housing Code, which will oblige the owner or tenant to "provide access to an employee of a specialized organization to the in-house and in-apartment gas equipment for maintenance and repair work".

The bill was introduced a year ago by a group of deputies from different factions, headed by the chairman of the State Duma committee on construction and housing and utilities, Sergei Pakhomov (United Russia).

"The bill does not contradict acts of higher legal force, including the agreement on the Eurasian Economic Union. The Government of the Russian Federation supports the bill subject to its finalization in accordance with the above comments", - stated in the review.

In April 2024, the State Duma introduced increased fines for failure to allow gas workers in the house to check the equipment. For individuals - homeowners, it increased from 1-2 to 5-10 thousand rubles. As explained by Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing, who supported the initiative, the need for such initiatives is due to the large number of gas accidents in residential buildings.
