From March 1 of this year, legal entities will have to submit applications for cadastral registration and state registration of real estate transactions with attached documents to Rosreestr only in electronic form. Natalia Popravko, managing partner of " Popravko, Derevenko and Partners" (PDP) told the agency "Prime " on February 17.
It will be possible to submit documents through "Gosusgosluzhby" or on the website of the registering body. There will be exceptions only in a number of cases. For example, if the party to the transaction is a physical person or if a legal entity does not have a temporary technical possibility to submit an application online. Also until January 1, 2026, farms, gardening and horticultural non-commercial partnerships and others will be able to file an application in paper form.
"Taking into account the need to issue an enhanced qualified electronic signature (UKEP) for employees who on behalf of a legal entity submit a package of documents to Rosreestr, the innovation will entail additional material costs for legal entities to register real estate transactions", - says the lawyer.
The innovation continues the government's strategy to increase electronic document turnover in the business sphere.
On February 13, Rosreestr reported on changes in the rule of land registration. From March 1, 2025 registration actions in respect of a land plot cannot be performed if the Unified State Real Estate Register (USRN) does not contain information on the location of its boundaries.
