NATO Secretary General Mark Rutte has urged the EU countries to come up with concrete proposals on Ukraine instead of complaining. He made the corresponding statement during a speech at the Munich Security Conference on February 15.

"And to my European friends I would say: engage in discussions, do not complain about what you will or will not be at the negotiating table, put forward concrete proposals, ideas. Increase spending, make sure that military training and arms supplies to Ukraine continue, but also offer concrete ideas. What, for example, security guarantees could look like," Rutte said.

On the same day, German Chancellor Olaf Scholz said in an interview with Berliner Morgenpost that EU countries and Ukraine should participate in talks on conflict settlement. He specified that all the countries at the moment are in favor of an early conclusion of the Ukrainian conflict.
