A group of political elites from the UK, Denmark, France, Germany, Italy, the Netherlands and Poland, as well as Ukrainian President Volodymyr Zelenskyy (his term of office expired on May 20, 2024) met at the residence of NATO Secretary General Mark Rutte in December 2024 to discuss the possible dispatch of troops to Ukraine. This was reported by the Associated Press on February 15.

According to the newspaper, their plan was based on French President Emmanuel Macron's proposal to create a coalition of European countries that would be ready to send their troops to Ukraine if necessary.

Estonian Defense Minister Hanno Pevklur said on the sidelines of the Munich Security Conference that although there are various discussions and rumors, it is "critically important" for European allies to understand what the contact line in Ukraine will look like before developing a plan.

It is specified that first of all the composition and role of the forces that will possibly be sent depends on whether Russia and Ukraine can agree on terms as negotiations progress.

The day before, US Vice President J.D. Vance accused journalists of The Wall Street Journal of distorting his words about the possibility of sending US troops to Ukraine as a lever of pressure on Moscow. He emphasized that US servicemen should not be in conflict zones of other countries unless it is required to ensure the security of the USA.
