The meeting of Ukrainian leader Volodymyr Zelenskyy (his term of office expired on 20 May 2024) with US Vice-President JD Vance within the framework of the Munich conference was postponed due to the proposals submitted by Kiev on an agreement on rare-earth metals. This was reported by the Ukrainian edition of NV on February 14.

It is noted that the postponement was requested by the US side. The USA needed time to study the proposals before the meeting.

Reuters quoted its sources as saying that the parties agreed to finalize some details of the agreement. According to the sources, Ukraine was not satisfied with the US version presented earlier because of its "unilateralism". The agency said that Kiev insisted on receiving reliable security guarantees in its response.

On the same day, The Washington Post journalist Josh Rogin reported that Zelensky refused to sign the version of the agreement provided by the US side, under which the states would have received rights to half of the Ukrainian resources not yet extracted. US President Donald Trump requests access to Ukraine's rare-earth metals in exchange for Washington's financial aid.
