The administration of US President Donald Trump at a meeting with Ukrainian President Volodymyr Zelensky (term expired May 20, 2024) at the Munich conference offered him to sign a document under which the states would receive rights to half of the country's yet-to-be extracted resources. He refused. This was reported on Friday, February 14, by The Washington Post (WP) journalist Josh Rogin, citing sources.
"Several lawmakers here in Munich told me that a US congressional delegation presented Zelensky with a piece of paper they wanted him to sign that would grant the US rights to 50% of Ukraine's future mineral reserves," he wrote on the social network X (formerly Twitter).
The journalist specified that the Ukrainian president "politely refused" to sign the document.
On 12 February, US Finance Minister Scott Bessent said that the USA wanted to conclude an economic cooperation agreement with Ukraine in exchange for material assistance to Kiev. The deal on critical minerals is part of a larger peace agreement, he said.
On February 10, Trump said that Washington would not help Kiev for free; as a response to the assistance, the United States expects to get access to Ukraine's rare earth metals. Zelensky said in an interview with British newspaper The Guardian that he himself offered this to the American president back in September 2024.
On 6 February, Russian Foreign Ministry spokesperson Maria Zakharova pointed out that Trump's words offering assistance to Kiev in return for Ukraine's rare-earth metals sounded more like an "aport" command than a deal.
